Productive Constraint Governance
Abstract
This paper establishes that constraint is productive at the governance layer, not restrictive in the sense of limiting viable outcomes. Under admissibility and standing conservation, constraints do not suppress possibility; they generate the only conditions under which legitimacy, reference, and coherent outcomes can exist at all. The analysis is strictly structural and eliminative, introducing no governance mechanisms, processes, or optimization schemes. It shows that attempts to relax, bypass, or “balance” constraints in the name of flexibility or progress inevitably destroy standing and yield illegitimacy. By fixing productive constraint as a necessity rather than a design choice, the paper closes a major class of governance, alignment, and policy errors that treat constraint as negotiable rather than constitutive.
