Abstract

This paper demonstrates that regime transitions do not require dynamics, evolution, or causal processes. Instead, transitions occur when admissibility conditions change which constraint bonds are jointly satisfiable, causing a shift from one regime class to another without any intervening process. The central result is that regime change is structural, not temporal. What appears as a transition is a reclassification of admissible constraint compatibility, not a physical or historical evolution. This blocks illicit explanations that invoke hidden dynamics, phase transitions, or emergent processes at the regime level. By removing dynamics from regime transition analysis, the paper clarifies why certain theoretical programs fail when they attempt to model regime change as a physical process rather than as a shift in admissibility. No constructions, dynamical models, simulations, or operational criteria are introduced. The result is declarative, exhaustion-based, and auditable in principle. Keywords: regime transitions, admissibility, constraint compatibility, non-dynamical change, foundations of science, structural analysis
