The African American Resource Center National Treasury & Capital Allocation Hub
Abstract
This paper proposes Version 2 of the African American Resource Center (AARC) model by defining a National Treasury & Capital Allocation Hub to support a federation of regional chapters. The model is designed to strengthen long-term economic stabilization for African Americans, particularly those whose families were historically impacted by slavery and segregation, through institutional coordination rather than direct service delivery. Building on the V1 federation architecture , this paper specifies a centralized financial engine that (a) receives national funding, (b) pools philanthropic and corporate capital, (c) allocates grants to regional chapters, (d) coordinates financial service partnerships, (e) stabilizes weaker regions, (f) maintains operating reserves, and (g) ensures compliance and transparency. The paper clarifies that the AARC does not operate as a bank and does not provide financial services directly; it coordinates access through partners. A step-by-step treasury setup plan is provided, including how to structure bank accounts, authorization controls, and reporting mechanisms consistent with nonprofit compliance and internal control best practices.
