Abstract

This paper develops the Adaptive Reconstruction Economy Model (AREM), a theoretical framework that reconceptualizes economic development as a continuous process of institutional, social, and productive reconstruction rather than equilibrium restoration. The model integrates adaptive management across micro (local), meso (regional), and macro (national) levels and formulates structural equations linking governance, firms, and social systems. A Composite Adaptive Management Index (M-Index) is introduced to measure systemic reconstruction capacity. By advancing a reconstruction-centered ontology of economic change, this work contributes to interdisciplinary dialogue in complexity economics, institutional transformation, and resilience studies. This publication is a conceptual and theoretical contribution and does not claim empirical validation.
