The MILO Voting System
Abstract
This paper introduces the MILO voting system, a disapproval-based electoral framework designed to mitigate structural vulnerabilities associated with majority dominance. The system is formally defined through an explicit set of institutional and axiomatic principles governing party formation, ballot structure, and winner selection. We establish key theoretical properties of the model and demonstrate that minority influence can be structurally guaranteed without requiring proportional representation or complex strategic coordination. The results suggest that carefully designed electoral institutions can reconcile majority decision-making with durable minority inclusion.
