Abstract

Complex systems increasingly fail not due to lack of expertise or resources, but due to coordination breakdowns, role confusion, and loss of neutrality among participating actors. This preprint sets out the constitutional mandate of Novometrix Research as an independent system-governance operator. It defines the specific functions Novometrix may hold—coordination architecture, system learning infrastructure, continuity under stress—and the functions it explicitly refuses, including enforcement, advocacy, certification, outcome ownership, and regulatory substitution. The mandate is designed to preserve neutrality, enable voluntary participation across industry, government, and civil society, and support durable system learning without coercion. It serves as a standing reference for sponsors, regulators, collaborators, and jurisdictions engaging with Novometrix.
