Abstract

This paper introduces the Trigger-Conditioned Intelligence framework and the Language-as-Failure Paradigm, proposing that symbolic reasoning and language are not default cognitive modes but high-cost mechanisms activated only under failure conditions. Drawing on evidence from neuroscience, ethology, multi-agent systems, and hybrid AI architectures, the work formalizes gating mechanisms based on prediction error, uncertainty, and conflict. The framework explains both the utility of language in difficult situations and the performance pathologies caused by over-triggering, such as verbal overshadowing and choking under pressure. Implications are discussed for efficient, interpretable, and robust AI system design.
