Bangladesh Nationalist Party: 11th Reform Agenda
Abstract
Efficient public management is crucial for socioeconomic development and fostering public confidence in governmental institutions. Bangladesh's administrative system faces challenges, including bureaucratic inefficiency, corruption, slow service delivery, and inadequate public participation. This article analyses the prospective establishment of an Administrative Reform Commission (ARC) as a strategic tool to modernize the administrative framework, enhance citizen-centric governance, and execute welfare-oriented policies. This study provides institutional and regulatory frameworks for successful administrative reform via a comparative examination of ARCs in India, Singapore, and Sri Lanka, a doctrinal review of administrative legislation, and interviews with politicians and public workers. The paper closes with proposals for establishing a functioning ARC in Bangladesh.
