Abstract

In order to determine the effects on educational quality and the efficacy of policy, this study examined the difficulties in financing teacher education and implementing the Universal Basic Education (UBE) program in Nigeria. Despite important government initiatives to improve educational quality and access, there were many challenges in putting these policies into practice. These include socioeconomic constraints that restricted educational access, especially for marginalised populations, a shortage of competent teachers, inadequate facilities, and inadequate finance. Through a thorough literature review and document analysis, a qualitative research approach was used to get insights into the historical background of Nigerian educational policy. The study also looked at Nigeria's educational policy's historical background, emphasising how earlier policies influenced the country's current educational system. The results emphasised how important it is for stakeholders—including communities, non-governmental organisations, educational institutions, and government agencies—to work together in order to effectively solve these problems. According to the report, the UBE program's efficacy was weakened by corruption, poor management, and a small portion of the national budget going towards education. Additionally, sociocultural elements like community involvement and gender inequality were major impediments to educational advancement. These findings led to the proposal of a number of proposals aimed at improving educational quality, expanding educational access, and guaranteeing the effective implementation of educational policy. Increasing school funding, bolstering teacher preparation programs, improving monitoring and assessment systems, and encouraging community involvement were some of these.
