SENTINEL Runtime Enforcement: GORT

This working paper introduces GORT, a runtime enforcement layer designed to operate within the governance framework established by SENTINEL: Socially Enforced Network Treaty for Intelligence Ethics and Liability (Version 1). GORT is an operational supplement to SENTINEL V1 and does not revise, replace, or supersede the original framework. Instead, it formalizes a runtime enforcement mechanism that enables SENTINEL-defined duties, breach triggers, and consequences to remain enforceable when AI systems operate at machine speed. This paper should be read as a companion to SENTINEL V1 (Zenodo, 2025).
