This article analyzes housing policy as an essential legal and administrative instrument for the effectiveness of the right to housing, examining its constitutional foundations, structural limitations, and the main challenges faced by the Brazilian State in the formulation and implementation of such policies. The research adopts a deductive method, based on normative and bibliographical analysis, seeking to understand housing as a structuring public policy and an indispensable element for social justice. Keywords: Public policies. Right to housing. Social rights. Social justice. Brazilian State.
