Meta-Ethical Governance Framework: An Operational Specification for Human–AI Civilizational Systems
Abstract
Boundary note (added 2026-07-23): the Ω-centered empirical layer was self-retracted on 2026-05-31. Ω-centered validation is not currently supported as the active empirical basis; this record remains a historical, fixed, Ω-centered record and must not be cited as current validation. See the VOT Empirical Layer Boundary Note — https://doi.org/10.5281/zenodo.20474232. A later four-dataset head-to-head found that order gated by critical slowing does not beat free-energy signals (10.5281/zenodo.21422215, negative result). This work presents a conceptual and operational framework for meta-ethical governance under conditions of ethical pluralism and artificial intelligence integration. It does not propose moral norms, ethical hierarchies, political prescriptions, or decision rules. Instead, this document defines a non-normative governance support layer designed to visualize ethical conflict structures, coercion boundaries, and civilizational collapse risks, while preserving full human responsibility for value selection and political decision-making. The framework introduces a strict three-layer separation model: (1) personal existential integration, (2) social ethical governance, and (3) meta-ethical visualization. Artificial intelligence is positioned exclusively as a structural mirror for ethical interaction dynamics, not as a decision-making authority. The framework emphasizes democratic legitimacy, authority-diffusion safeguards, model plurality, and dismantlability to prevent ethical power concentration. This document is intentionally non-prescriptive and incomplete by design. It is proposed as a foundational reference model rather than a finalized implementation standard, and is expected to evolve through interdisciplinary research, empirical testing, and cross-cultural adaptation. The framework functions as an operational extension layer of Reading-Theory-based structural analysis (The Pleasure Order), without introducing normative or ideological commitments.
