Abstract

We provide a closure map that recasts textbook quantum mechanics as an applicability the- orem valid inside a sharply defined regime. Starting from the ReSeed micro-geometry (IPCR regulator class), we impose explicit admissibility gates—OS positivity, KMS regularity, finite en- tropic capacity, a controlled Markov window, and single-attractor relaxation—and show that within this corridor the standard Hilbert/GKSL/Born framework is licensed. A seven-step compatibility chain derives Hilbert structure, canonical commutation relations, Markovian GKSL dynamics, Born statistics, nonlocal correlation bounds, and uncertainty relations from these regime conditions. The result is a regime map: when corridor gates fail, specific defor- mations—memory kernels, basis instability, anisotropic dephasing—appear as controlled diagnostics rather than philosophical anomalies. The same minimal operator set also delimits the gravitational corridor boundary (Edge-of-Consistency), providing a cross-domain closure benchmark. Beyond quantum licensing, the flux-collimation mechanism yields an unconditional variational statement for linear confinement: without a positive bulk penalty in the tube-sector energy func- tional, string tension vanishes. Stable collimation with σ > 0 therefore diagnoses a finite-capacity substrate response. On this basis we develop two constructive solution routes: one for the Yang–Mills mass gap and one for Navier–Stokes global regularity. At finite regulator level, confinement and area-law mechanisms yield a strict spectral gap inside the admissible class. We lift the construction to an OS-reconstructed continuum object through a structured continuum-upgrade programme, reducing the full Clay-level claim to explicit verification steps—uniform bound control, probe completeness, and nonperturbative remainder control. When these conditions are satisfied, the continuum object exhibits exponential clustering with a strictly positive mass gap in the gauge-invariant sector. Quantum licensing, confinement, and regularity thus emerge from a common finite-capacity ad- missibility spine, with logical status and verification requirements kept explicit. Companion paper. A full unification program is more thanone article alone can carry. We have therefore separated theprogram in several articles of which the first two jointly coversphysics.Article I: ReSeed — A convergent architecture of physicsdevelops the general framework in seven layers. This includes IPCR, the QM baseline, the elas-tic triplet, consistency theorems, portals, and thedark sector. The primary testbed is cosmologyand astrophysics. The quantum sector is embed-ded at a sufficient level to support the unificationclaim from the context of astrophysics / cosmol-ogy.Article II: ReSeed Quantum develops the quantum micro-foundation in full detail. Each article is designed to be self-contained. All the necessaryquantum theorems has been imported into this article. Version Note (v1.2) Summary of Changes in v1.2 This version introduces a structural extension of the programme through the explicit development of the Clay reconstruction routes. The QM1–QM7 licensing framework remains unchanged. New in v1.2: Formulation of two constructive solution routes: one for the Yang–Mills mass gap and one for Navier–Stokes global regularity. Organisation of finite-regulator confinement and area-law mechanisms into auditable chains yielding a strict spectral gap within the admissible class. Introduction of a structured continuum-upgrade programme lifting the construction to an OS-reconstructed continuum object. Explicit reduction of the full Clay-level claim to named verification conditions: uniform bound control, probe completeness in the physical sector, and nonperturbative remainder control. Clear separation of logical status between finite-regulator results, continuum lifting, and remaining verification steps. All prior quantum-licensing results remain valid. No modifications have been made to the QM1–QM7 admissibility spine.
