How Russia's Arctic Agenda Is Taking Shape in Early 2026
Abstract
This policy brief analyses the configuration of Russia’s international Arctic agenda in early 2026. It examines how Russian officials frame international cooperation in the Arctic as a functional and legally bounded instrument within a sovereignty-centred framework. The analysis highlights the role of the Arctic Council as a minimal institutional platform, the sanctions- and security-driven framing of the European track, and Russia’s efforts to insulate the Northern Sea Route from crisis dynamics surrounding Greenland while aligning it with an Asian vector of economic engagement. The brief argues that international cooperation in the Arctic persists, but remains conditional, domain-specific, and politically constrained. Temporal focus: early February 2026.Document type: Policy brief / analytical note.
