Sovereign Governance Architecture (SGA): Formalization of Capital Sovereignty Accumulation (CSA) and Metabolic Reallocation of Civilizational Infrastructure
Abstract
This paper proposes a paradigm shift in sovereign asset management, moving from the current "Evaluation-Gains-Dependent Policy Framework" to a robust "Ownership-Based Governance." We introduce the Sovereign Governance Architecture (SGA), a dual-ledger system designed to decouple national wealth from market volatility and refocus it on physical civilizational survival. At the core of this theory is the Capital Sovereignty Accumulation (CSA) model, a non-linear dynamic equation that reframes market downturns as strategic acquisition phases for ownership units. We define the Sovereignty Index (SI) as the objective function to be maximized, representing the intergenerational preservation of public capital stock. The architecture implements a 90/10 "Backwards Compatible" reallocation strategy: 90% of assets are locked in an Immutable Core (Sovereign Ledger), while 10% are reallocated as Metabolic Capital into physical hedging—advanced energy systems and next-generation grid infrastructure. This framework ensures a 30-year convergence property based on demographic and infrastructure cycles. SGA offers an autonomous, rule-based governance mechanism that ensures the long-term resilience and physical integrity of the sovereign state. To the author's knowledge, this paper represents one of the first integrated frameworks combining ownership-based sovereign accounting, civilizational capital reallocation, and counter-cyclical sovereign accumulation dynamics.
