He appears in a worldthat has earned the right to use it. In narratives symbolized by Astro Boy,the question was neverwhether intelligent machines could exist. The question waswhether humans were mature enoughto live alongside them. This distinction matters. High capability alone produces tools.High speed alone produces dependency.High scale alone produces risk. Astro Boy represents something else. He exists only when: Power is bounded by responsibility Intelligence is paired with restraint Automation remains interruptible Education precedes delegation In other words,Astro Boy is not a technological milestone. He is a cultural one. A society that worships speedcannot host him.A society that hides costscannot trust him.A society that avoids responsibilitycannot coexist with him. This is why the future does not arrive automatically. It must be shaped. The appearance of Astro Boywould not signal the triumph of AI,but the completion of human understanding. Not when machines become human-like,but when humans becomeclear about what they must not outsource. That is the condition.
