In many contemporary systems, the safest choiceis not the best decision—but the default. Automation offers cover.Following the system diffuses blame.Intervening concentrates it. This quietly reshapes behavior. People do not stop judgingbecause they lack values. They stopbecause values have no protection. In narratives symbolized by Astro Boy,judgment carried risk—but it also carried legitimacy. Characters who chosewere questioned, not discarded. Modern institutions often reverse this. They audit outcomes, not deliberation. They reward compliance, not courage. They record errors, not the reasons behind intervention. Over time, judgment becomes synonymous with exposure. Exposure becomes vulnerability.Vulnerability becomes career risk. In such an environment, ethical behavior migrates inward. People “know” the right thing, but do not perform it. The system does not fail loudly. It hollows out quietly. Restoring judgmenttherefore requires structural protection: Clear distinction between error and negligence Documentation of reasoning, not only results Cultural signals that intervention is legitimate Judgment should involve risk. But risk must be shared, not isolated. Until then, automation will remain the rational refuge—not because it is wiser, but because it is safer. Disclaimer This section analyzes how institutional risk allocationcan transform judgment into a punishable act.It does not deny accountability, but argues for protecting good-faith decision-making.
