Abstract

The document provides eleven structured comments referring to thirty-three distinct provisions of the draft text. It identifies cross-cutting governance balances (transparency vs. protection of sensitive information; emergency flexibility vs. institutional oversight; resilience investment vs. fiscal sustainability) and proposes non-prescriptive supporting documents to facilitate peer learning, comparability of practices and implementation follow-up among Adherents. This contribution does not propose binding standards or mandatory mechanisms. It is submitted in the spirit of a Recommendation and aims to support ownership, flexibility and contextual adaptation across institutional systems. Embargoed pending completion of the OECD consultation, editorial, revision and formal adoption process.
