Abstract

International security depends on the ability of regulatory bodies, such as the International Atomic Energy Agency (IAEA), to verify that no undeclared nuclear materials or prohibited weapons activities are occurring. However, traditional monitoring often struggles to detect small, rapid, or hidden movements of illicit substances—a state of high-energy uncertainty referred to here as “Clandestine Divergence.” This paper introduces the Kinetic Universal Verification Theory (K-UVT), a rigorous method for transforming such divergence into verifiable facts. By modeling secret logistical movements as individual units of “intent” within a controlled observation field, we demonstrate that prohibited material flow can be physically halted and identified. Our research validates a specific threshold—the |15| mass unit limit—beyond which the system triggers an automatic stabilization response. This process, confirmed through high-resolution simulations, proves that even the most complex hidden activities can be forced into a single, unchangeable, and verifiable record (the Stop-Bit), providing a foolproof technical mechanism for enforcing global nuclear non-proliferation and WMD bans.
