STATE GOVERNANCE FOR AN EMERGING SPACE NATION Working Paper No. 6 Space Governance as State Practice Institutional Sequencing and Functional Allocation in the Engagement of Treaty Obligations
Abstract
This working paper examines space governance as an expression of State practice under international space law. Rather than treating governance as a single regulatory instrument or legislative act, it situates governance as the aggregation of institutional, administrative, and legal practices through which States engage treaty obligations over time. The paper builds on the functional distinctions developed in earlier working papers in this series and examines how States operationalize responsibility, authorization, supervision, registration, and liability through institutional sequencing and functional allocation.
