Abstract

This Working Paper examines the transition from distributed institutional practice toward regulatory consolidation in the governance of national space activities. Building on the State practice analysis developed in Working Papers Nos. 1 to 6, this paper argues that while distributed institutional arrangements are compatible with international space law, the expansion of space activity persistence, actor diversity, and liability exposure creates structural pressures toward regulatory centralization.
