Abstract
Republic Act No. 11363 established the Philippine Space Agency as the Philippines’ first dedicated national institution for civilian space governance. This Working Paper advances the interpretive claim that the statute should be understood as a foundational institutionalization step rather than a comprehensive or final regulatory framework for national space activities.
