Abstract
This document formalizes the first principles, axioms, and tenets of the PNI Equation (PNI) and the Zipf-Attometer Scaling Law (ZASL). We define the universe as a discrete 7,200-state informational lattice and derive the Informational Refractive Index (nΥ ≈1.0822) as a topological necessity for S3 manifold continuity. This framework resolves the 5σ Hubble Tension, the Higgs mass hierarchy, and the algorithmic emergence of biological agency (Vn = 0.7314).
