Kingdom Conformance Standard (KCS) v1.0.0 (Public-Safe) — Procurement-Grade Offline Conformance for AI Safety & Governance
Abstract
KCS is a procurement-grade, offline-verifiable conformance standard for AI safety and governance deliverables. It is designed for security diligence and procurement acceptance workflows where reviewers require deterministic outcomes, portable evidence, and buyer-run verification without uploads. What KCS standardizes Deterministic outcomes — PASS / FAIL / HOLD with stable, portable reason codes backed by registries. Mirror-safe offline verification — buyer-run verification artifacts (no uploads, no network) with pinned versions and replayable checks. Portable conformance packs — supplier-facing conformance statements and packs suitable for procurement acceptance, diligence, and audit attachment. Immutable deposit + canonical surface This Zenodo record is the immutable deposit for KCS v1.0.0 (public-safe).The canonical standards surface (normative pointers + pinned trust anchors) is:https://meridianverity.com/standards/ What’s included in this record KCS v1.0.0 Specification (public-safe) — PDF (normative interoperability language; not a certification). Procurement Quick Reference — 1-page acceptance checks for buyer/procurement teams. Registry Governance Annex — change control, deprecation policy, and reason-code lifecycle posture. PUBLICATION_INTEGRITY_ADDENDUM_R3_4.md — normative addendum for canonical surface operation (pinned fingerprints; mandatory release signing gate). MVG artifact-signing public key (pinned) — for offline authenticity verification. Signed verification bundle (ZIP) — schemas, registries, templates, verifier test vectors, and portable fixture packs for replayable offline verification. Offline verification (two-layer integrity) Import the pinned public key. Verify record-level integrity: RECORD_SHA256SUMS.asc over RECORD_SHA256SUMS. Verify bundle-level integrity: inside the ZIP, verify SHA256SUMS.asc over SHA256SUMS, then run sha256sum -c. Any fingerprint mismatch or signature failure MUST be treated as: UNTRUSTED → HOLD. Legal / boundary KCS provides procurement-grade evidence artifacts and interoperability language. It is not a compliance certification, warranty, or legal advice.Patent rights are not licensed by publication.
