CLC-A v1.1 – Tool / Agent Control Architecture for AI Sovereignty
Abstract
CLC-A v1.1 (Control Layered Cognition Architecture) is a formal control architecture designed to separate intelligence from authority in advanced AI systems. This document defines a Tool / Agent control model in which reasoning, execution, and decision authority are structurally decoupled through a layered governance framework. The architecture introduces explicit control boundaries, verification layers, and authority constraints to prevent autonomous goal formation and uncontrolled agency. CLC-A is proposed as a sovereignty-preserving architecture for artificial intelligence, enabling safe deployment of high-capability models under human-defined control regimes. The document includes formal architectural definitions, control claims, and a reference system model intended for use as prior art, governance design, and safety-critical AI control research. This release represents the First Public Disclosure (Corrected Formal Version) of the CLC-A v1.1 architecture.
