Abstract

This release presents a two part framework for coupling spacetime geometry to operational bounds on exported quantum distinguishability from bounded regions. Part I develops Causal Operational Capacity Gravity (COCG), a covariant extension of the Einstein Hilbert action incorporating an ordering scalar and an operational capacity term derived from distinguishability budget theorems under finite local control. Modified field equations are derived explicitly and shown to recover standard GR and QFT limits under controlled conditions. Part II develops a constraint-first enforcement architecture, introducing a conserved export-current sector, Karush–Kuhn–Tucker (KKT) variational inequalities, and an explicit cap storage release reservoir closure that produces regime switching and Page-like release dynamics. A structural split between tiling reach (state counting entropy) and flow reach (export rates) prevents spurious entropy scaling artifacts. The framework is falsifiable at the level of export limited response profiles and gravitational backreaction signatures while remaining agnostic about ultraviolet microphysics.
