CANADA–CUBA CIVILIAN RENAISSANCE PARTNERSHIP
Abstract
This document presents a conceptual framework for humanitarian and civilian‑centered cooperation between Canada and the Republic of Cuba. It explores potential avenues for collaboration in areas such as access to essential goods, multilateral humanitarian dialogue, transparent civilian governance, long‑term development initiatives, and socially responsible tourism. The framework is grounded in principles of sovereignty, transparency, and mutual benefit, and draws on philosophical traditions emphasizing harmony, civic ethics, and the primacy of human well‑being. The document includes a Technical Implementation Framework annex covering sanctions navigation, financial architecture, legal and arbitration mechanisms, governance structure, risk mitigation and an implementation timeline. Version 2.0 (October 2026): the licence changes from CC BY 4.0 to CC0 1.0 Universal (public domain dedication); an external analysis of version 1.0 is added: “Analysis of the Canada-Cuba Civilian Renaissance Partnership: Geopolitical Realism and Civilizational Diplomacy”. It is reproduced as received, with an editor’s note; the table of contents is updated, and a note on the use of artificial intelligence is added.
