The Political Operating System: Formal Constraint Specifications for Political Philosophy
Abstract
The Political Operating System suite is a worked example of the Logical Encapsulation method, derived from the Constraint-Emergence Ontology framework and the Programming LLM Reasoning methodology. Four political philosophies — Classical Liberal, Marxist, Critical Justice, and Theocratic — are each expressed as a formal constraint specification: axioms, invariants, and an evaluation algorithm. Loading a specification into an LLM converts it from a generative system into a mechanical evaluator that reasons strictly within that framework's constraints. The same input produces structurally divergent outputs — not from opinion, but from different axiomatic starting points. The suite includes: the main paper introducing the Governance Stack model and structural comparison of all four specifications; one worked implementation (the US democratic system as an instantiation of the Classical Liberal OS); a test suite for validating specification behaviour; and six invariant analyses scoring real legislation (2020–2026) in Australia, the UK, Canada, Germany, the United States, and California against the Classical Liberal OS's foundational commitments. The political domain demonstrates the approach; the contribution is the logical architecture and its implication for AI governance — constraint specifications shape what LLMs produce, whether we make them explicit or not.
