Abstract

This work introduces the Codex Flagship Prototype v2, a fully implemented governance engine designed to enforce deterministic authorization and admissibility constraints on adaptive computational systems. Unlike conventional architectures that allow unrestricted state evolution, the Codex engine enforces a strict proposal–permission separation, ensuring that only admissible transformations may instantiate. The system integrates authorization protocols, bounded evolution constraints, adaptive policy governance, and complete auditability. This architecture establishes a reproducible, licensable foundation for stable AI inference, autonomous systems, and governed adaptive computation.
