Abstract
This volume develops a structural program in which physical law is not postulated as fundamental but derived from two irreducible principles: (i) structural non-closure, meaning that no configuration is globally complete under refinement, and (ii) maximal non-arbitrariness under admissible re-description. We show that accessibility (ASA) emerges as a dynamical theorem: physically realized configurations correspond to absorbent classes under infinite refinement. A canonical structural action is defined as the defect of equivariance under re-description, and its stationary states define minimally arbitrary configurations. From these principles we derive locality, a closed quadratic Dirichlet form, a self-adjoint generator, emergent differential structure, metric geometry, dimensional criticality, gravitational dynamics of Einstein type, quantum structure from residual noncommutativity, and compact internal gauge symmetry as a consequence of stabilizer rigidity. This work does not assume spacetime, fields, probability, or dynamical laws at the fundamental level. These arise as stability phenomena within a non-closed structural domain.
