Reformed: Pattern Recognition for Just Release — Designing Evidence-Based Decisions for Post-Incarceration Outcomes
Abstract
Decisions regarding the release or continued detention of incarcerated individuals remain among the most consequential actions within criminal justice systems. Historically influenced by fixed sentencing structures, discretionary review boards, and behavioral observation, release decisions often suffer from inconsistency, bias, and limited predictive validity. This report proposes a structured, ethically governed pattern-recognition framework that integrates behavioral history, cognitive transformation indicators, neuropsychological metrics, environmental risk factors, and rehabilitation trajectory analysis to improve post-incarceration decision-making. Emphasizing fairness, transparency, and human oversight, this model aims not to predict destiny but to evaluate transformation patterns. The goal is to shift from punitive finality toward dynamic assessment grounded in measurable change.
