Dominus OS: A Structured Human Governed Cognitive Operating System
Abstract
Dominus OS proposes a structured cognitive substrate for AI systems operating in complex, multi-agent environments. Rather than treating large language models as autonomous decision-makers, Dominus OS introduces a layered governance architecture that separates cognition, execution, memory, and control. The system is built around versioned knowledge layers, explicit authority boundaries, and deterministic control planes that prevent drift, silent failure, and untraceable decision propagation. At its core is the MKL (Meta Knowledge Layer), a cross-domain learning substrate designed to observe system behavior, extract structured learning signals, and continuously refine governance constraints without destabilizing execution. Dominus OS is not a productivity tool or application framework. It is an infrastructural layer intended to formalize how AI systems think, decide, and evolve under constraint. This paper presents the architectural thesis, system model, and design rationale behind Dominus OS.
