A National Digital Public Fund Transparency Platform: A Policy Framework for Real-Time Citizen Oversight from Centre to Panchayat in India
Abstract
Public finance forms the backbone of democratic governance, as all government functions are ultimately financed by resources contributed by citizens through taxes, duties, and public fees. In India, while the State maintains extensive digital systems to monitor citizens through instruments such as tax identification numbers, banking records, and subsidy databases, there exists no equivalent, citizen-accessible mechanism to track the flow and utilization of public funds in a comprehensive, real-time, and easily understandable manner. This paper proposes a National Digital Public Fund Transparency Platform (NDPFTP)—a unified, read-only, digital public infrastructure that enables citizens to track government fund allocation and expenditure across all administrative levels, from the Central Government to State, District, Block, and Gram Panchayat. The proposed system aims to consolidate financial data related to budget allocation, project-wise expenditure, implementing agencies, contractors, timelines, and fund utilization status into a single publicly accessible dashboard. The study identifies limitations within existing accountability mechanisms, including the time-consuming nature of the Right to Information (RTI) process, fragmented financial disclosure practices, and restricted public access to government financial management systems. By introducing a standardized, real-time transparency framework, the proposed platform seeks to strengthen democratic accountability, reduce information asymmetry, enhance public trust, and support data-driven civic participation without compromising national security or individual privacy. The paper concludes that institutionalizing digital public fund transparency can significantly improve governance efficiency, deter financial mismanagement, and empower citizens as informed stakeholders in the democratic process. The proposed framework is positioned as a scalable, policy-ready reform aligned with India’s ongoing digital governance initiatives.
