Iteration Mismatch, Judgment Authority Migration, and Institutional Reconstruction
Abstract
This preprint presents a foundational theoretical diagnosis of the socio-institutional transformation triggered by Artificial General Intelligence (AGI). Moving beyond the prevailing tool-based paradigm, the study establishes AGI as a Meta-Institution—an autonomous system capable of a closed loop of Judgment, Execution, and Correction. The paper introduces the concept of Judgment Migration, arguing that the Right of Judgment is progressively transferring from human consensus mechanisms to systemic rationality. This transition produces Structural Fracture within industrial-era institutions and results in Systemic Redundancy, where human exclusion becomes a feature of efficiency rather than a policy failure. By formalizing Ontological Inequality (T_human ≫ T_system), the study demonstrates the temporal mismatch between human generational cognition and recursive AGI evolution. To address this structural imbalance, the paper proposes Institutional Interfaces and Non-real-time Recognition Mechanisms as civilizational buffers designed to preserve human agency. This work represents the consolidated theoretical core of a broader monograph project on AGI and institutional reconstruction.
