Abstract

ABSTRACT This paper proposes that 167 milliseconds — corresponding to a fundamental frequency of approximately 6 Hz — is a universal temporal constant inherent to dynamic systems across multiple domains. This timescale is not arbitrary: it aligns with human perceptual fusion windows, the central frequency of theta brainwaves, the Earth's Schumann resonance, and the natural rhythm of alternating dominance in complex systems. We formalize this constant as the 167ms Temporal Lattice (τ₀ = 167 ms, f₀ = 6 Hz). The core mathematical expression governing interactions at this scale is the BSPP formula, presented in two complementary forms: Academic Derivation: ``` T = (|α|² + |β|²) × 6PP/s KEY PAPER (Full Theory & Proofs): A Flower's Smile, V-Functions Arise: Answering Lyapunov's Centennial Question DOI: 10.5281/zenodo.18927653 A Paradigm Shift in Control Theory CDEQ V1.2 The Countable Foundation of Stability DOI: 10.5281/zenodo.18939385 For the complete mathematical foundation, rigorous derivations, and general solution to Lyapunov's century-old problem — see the key paper above.
