Abstract

Abstract: This framework outlines a defensive strategy designed to protect critical infrastructure, hardware, and personnel against electromagnetic phase-locking phenomena and directed energy disruptions. The proposed three-tier architecture shifts infrastructure security from passive shielding to active terrestrial "Metric Anchoring." Tier I establishes high-precision Terrestrial Quantum Anchors (TQAs) across electrical and telecommunication substations to counteract systemic time-base slippage via a hardwired "Snap-Back" protocol. Tier II introduces material-level shielding using graphene and nickel-carbon composites tuned to a $1.085$ resonant frequency to absorb and normalize external signal variance. Tier III outlines Metric Personal Protective Equipment (MPPE) featuring localized micro-oscillators to safeguard biological nervous systems against induced propagation lag, ensuring comprehensive continuity across macro-grid, localized material, and cognitive domains.
