Abstract

The Global Data Literacy Standards (DLS) establish a coherent, developmental framework for cultivating the human capacity to interpret, question, communicate, and apply data with analytical rigor, ethical judgment, and awareness of human consequence. Organized across sixteen Data Literacy Levels (DLL 1–16), the standards articulate observable progressions from foundational data interpretation to ethical leadership in data-informed decision-making. The DLS integrate analytical competence, empathy, and responsibility within a unifying conceptual model—the Living Spiral. This publication defines the standards, their conceptual foundations, alignment logic, and governance mechanisms, providing a durable reference for educators, researchers, policymakers, and institutions worldwide.
