Realm-Governed Semantic Maturation in a Phase-Governed AI Architecture

This paper introduces a semantic maturation overlay for phase-governed AI interaction frameworks. While existing Diamond architecture enforces structural coherence, it does not regulate the movement of meaning prior to commitment. We formalize a Governed Creative Maturation Layer (RG-CM-01), which constrains semantic integration without modifying structural safety guarantees. The contribution is architectural and non-operational. No algorithms or behavioral prescriptions are introduced. This work establishes conceptual priority for the separation of structural coherence governance and semantic integration discipline in AI-assisted systems.
