CDIP v3.1 PERIMETER_AUX Fisher–Finsler Stratificat v0.3 Patch Closure of Six Release Itemsion

This patch closes six remaining release items for the CDIP v3.1 information-geometry di- mension, upgrading the PERIMETER_AUX/FISHER_FINSLER sidecar from “reproducible draft” to “mainline-ready spec”. The layer remains NI-2 additive, observational sidecar, and alerts-only: it cannot reorder, insert into, or modify sealed gates (OPA/G-τ.4/Telomere/TAO- FQC), and it cannot lift its local outcomes into global verdicts. We freeze: (1) a minimal executable connection interface ∇-MIN (digest-only), (2) a single divergence policy (DIV- POLICY) with deterministic normalization to [0, 1], (3) a restricted auditable Finsler family (Randers-only) with deterministic convexity checks, (4) epoch/telomere read-only binding fields (EPOCH↔TELOMERE), (5) ghost/analytic-continuation prohibitions preventing se- mantic smuggling, and (6) a small audit lemma pack ensuring non-contradictory operational claims. All thresholds, numerics, and choices are policy-committed by sha256:hashes; sampling is prohibited in v0.3.
