Abstract: This paper proposes a unified theoretical framework for cognitive science, integrating non-equilibrium thermodynamics, systems neuroscience (specifically the Basal Ganglia), and computational psychiatry. Addressing the current fragmentation in the field, it postulates that human agency is a finite physical resource constrained by the system's capacity to dissipate informational entropy.
