Abstract

The post‑authority bureaucracy describes the internal transformation institutions undergo once authority no longer guarantees legitimacy. In the post‑web era, governments continue to function administratively but lose the interpretive power that once stabilized their actions. This essay examines how bureaucracies adapt when meaning is produced externally—by AI systems, platforms, and independent diagnostic frameworks—rather than by the institutions themselves. It analyzes the rise of procedural expansion, defensive administration, symbolic governance, and internal ambiguity as structural responses to interpretive instability. It also explores how AI becomes an internal interpreter and why external frameworks become essential for maintaining internal coherence. The post‑authority bureaucracy is not a collapse but a durable mode of governance in which institutions survive through interpretive stabilization rather than narrative control.
