Abstract

This paper introduces a layered governance model based on the principle of misidentification drift. The core hypothesis is that systemic instability arises when layer-local roles, narratives, or authority structures are mistaken for invariant identity. A quantitative drift potential is defined, along with a stabilization framework using recursive audit, centering mechanisms, and ethical constraint. Governance is modeled as a phase-gated system in which enforcement is permitted only under sufficient stability conditions. The resulting framework integrates boundary dynamics, institutional formation, recursive oversight, ethical recalibration, and meta-governance into a single recursive stability architecture.
