Abstract

This quarterly monograph synthesizes the first five issues of Orbit Policy Brief into a structured analysis of governance architecture, budget constraint, commercial participation, and international coordination in modern space programs. The report introduces a nonlinear structural systems model to explain how authority diffusion and schedule coupling influence execution realism. The objective is to provide a repeatable analytical framework for evaluating policy signals that affect large-scale space program sustainability.
