Inclusive Cyber Reserve Framework (ICRF) Flowchart
Abstract
The Inclusive Cyber Reserve Framework (ICRF) Flowchart is a comprehensive visual representation of the first framework worldwide that integrates national TVET CyberSecurity certification with inclusive military reserve pathways, mandating accessibility from curriculum design through commissioning. Developed for the Republic of the Philippines, the framework addresses the country's 60,000 CyberSecurity professional deficit while simultaneously removing barriers that exclude persons with disabilities, neurodiverse individuals, and service-disabled veterans from military reserve service. The flowchart maps five integrated components across interactive tabbed views (Complete Flow, Policy Track, Training Path, and Military Integration): Section A: Policy and Legislative Approval Track: A dual-track legislative and executive pathway addressing amendments to RA 7077, the pending CyberSecurity Workforce Advancement Act (HB 4186), and mandatory ROTC legislation, converging at framework approval and funding. Section B: Inclusive Training Pathway: Five target populations (persons with disabilities, neurodiverse individuals, service-disabled veterans, ROTC/NSTP students denied conventional entry, and SHS TVL-ICT students) are trained through TESDA's Cyber Threat Monitoring NC I (271h + 120h SIL) and Cyber Threat Mitigation NC II (305h + 160h SIL), with Universal Design for Learning accommodations and a Recognition of Prior Learning pathway for experienced workers. Section C: Military Reserve Integration: Direct commissioning into the AFP Reserve Force through a 13-day Cyber Reserve Orientation Course, rank-to-qualification mapping (NC I → Enlisted, NC II → NCO, NC III/IV → Officer), and a complete four-stage ROTC Cyber Service Track replacing the conventional ROTC/COCC pipeline from which differently-abled students are denied at Level 1 entry. Section D: 36-Month Implementation Timeline across four phases: Foundation, Pilot, Expansion, and Codify. Section E: Multi-Agency Stakeholder Architecture coordinating eight government agencies: TESDA, AFP/DND, PVAO, CHED, DICT, NCDA, DOLE, and DepEd. This upload contains the interactive HTML version with four stakeholder-specific navigation views. The accompanying ICRF Technical Specification (TS) and Implementation Blueprint is published separately (Certificate of Copyright Registration Number: 2026-00726-A).
