Abstract

The Inclusive Cyber Reserve Framework (ICRF) Technical Specification and Implementation Blueprint is the foundational policy and technical document for the first framework worldwide that integrates national TVET cybersecurity certification with inclusive military reserve pathways, mandating accessibility from curriculum design through commissioning. Developed for the Republic of the Philippines, the framework addresses the country's 60,000 cybersecurity professional deficit while simultaneously removing systemic barriers that exclude persons with disabilities (PWDs), neurodiverse individuals, and service-disabled veterans from Armed Forces of the Philippines (AFP) reserve service. This document provides the complete architectural specification across five integrated components: Component A: Policy and Legislative Approval Track: A dual-track pathway identifying the specific legislative amendments (to RA 7077, pending Cybersecurity Workforce Advancement Act HB 4186, and mandatory ROTC legislation SB 2034) and executive instruments (Executive Order, Technical Working Group formation, joint IRR development, TESDA Training Regulation amendments with accessibility provisions, and AFP Special Order for Cyber Reserve Direct Commissioning) required to establish the legal foundation for inclusive cyber reserve service. Component B: Inclusive Training Pathway: Detailed specifications for training five target populations (persons with disabilities, neurodiverse individuals, service-disabled veterans, ROTC/NSTP students denied conventional entry, and Senior High School TVL-ICT students) through TESDA's Cyber Threat Monitoring NC I (271 hours + 120 hours Supervised Industry Learning) and Cyber Threat Mitigation NC II (305 hours + 160 hours SIL). The pathway embeds Universal Design for Learning (UDL) accommodations at every stage and includes a Recognition of Prior Learning (RPL) track enabling experienced cybersecurity workers and veterans to bypass institutional training through portfolio-based competency assessment. Component C: Military Reserve Integration: Specifications for direct commissioning into the AFP Reserve Force through a 13-day Cyber Reserve Orientation Course, rank-to-qualification mapping (NC I → Enlisted, NC II → NCO, NC III/IV → Officer), and a complete four-stage ROTC Cyber Service Track. This track replaces the conventional ROTC/COCC pipeline—from which differently-abled individuals are systematically denied at Level 1 entry—with a cybersecurity competency-based alternative: Cyber-Basic ROTC (MS 1/2 equivalent via NC I curriculum), Cyber-COCC (MS 3-42 equivalent via NC II curriculum with a 15-day Cyber Operations Immersion replacing summer field camp), commissioning as Second Lieutenant under Group I source of commission, and post-commissioning integration across all AFP major services (ARESCOM, NAVRESCOM, AFRESCOM, Philippine Marine Corps, and AFP Cyber Command Group). Component D: 36-Month Implementation Timeline: A four-phase deployment schedule covering Foundation (Months 1–6), Pilot (Months 7–18), Expansion (Months 19–30), and Codify (Months 31–36). Component E: Multi-Agency Stakeholder Architecture: Coordination specifications for eight government agencies—TESDA, AFP/DND, PVAO, CHED, DICT, NCDA, DOLE, and DepEd—defining roles, responsibilities, and inter-agency mechanisms required for sustainable framework deployment. The framework is grounded in three theoretical foundations: Amartya Sen and Martha Nussbaum's Capability Approach (reframing disability as institutional failure rather than individual deficit), Universal Design for Learning (embedding multiple means of engagement, representation, and action/expression), and Competency-Based Education and Training (qualifying for military service through demonstrated cybersecurity competency rather than physical military training). The accompanying visual representation of this document is published separately as the ICRF Flowchart (IPOPHL Reg. No. 2026-01129).
