Kerala Urban Monsoon Infrastructure Mission (KUMIM): A Hydrology-Centred Governance Framework for Monsoon-Aligned Urban Development
Abstract
Abstract This report articulates an independent urban planning doctrine for high-intensity monsoon geographies, using Kerala as a primary case context. It argues that recurring urban flooding in Kerala is not primarily the result of insufficient infrastructure investment, but of a structural misalignment between hydrology and urban development decision-making. The Kerala Urban Monsoon Infrastructure Mission (KUMIM) proposes repositioning hydrology as the organizing framework of urban planning. Rather than treating drainage as a technical afterthought to land-use, mobility, and redevelopment decisions, the doctrine integrates basin-based planning, corridor-level hydraulic continuity, stormwater service benchmarks, and hydro-spatial asset registries into a unified governance model. The document diagnoses morphological mismatch, institutional fragmentation, and performance-blind expenditure patterns within Kerala’s monsoon-exposed settlement system. It proposes a phased operational architecture that embeds measurable stormwater performance standards, hydraulic compatibility review, and corridor-structured intervention typologies within existing administrative structures. KUMIM does not advocate large-scale new capital schemes. Instead, it advances a structural reform approach that improves capital productivity through coordination, sequencing, and measurable outcome-based integration. The doctrine is conceived as scalable and adaptable to other high-rainfall regions experiencing rapid surface hardening and fragmented infrastructure execution. By framing “Monsoon Urbanism” as a formal planning paradigm, the report positions hydrological coherence as a prerequisite for resilient urban growth in tropical monsoon environments.
