The Procedural Architecture of Direct Collective Will-Formation in Representative Political and Legal Systems
Abstract
This working paper develops a theoretical–institutional model of the Integral Interface of Collective Will-Formation — an architecture embedded within a political party and structurally divided into two complementary contours: an internal deliberative mechanism responsible for forming collective positions, and an external representative contour tasked with their public articulation and defense within the logic of electoral competition. The party does not generate an autonomous political program; it advances decisions produced exclusively through procedurally organized collective deliberation. The representative mandate functions not as a source of independent political will, but as an instrument of institutional transmission of the positions thus formed. The model does not presuppose transformation of the representative system nor require prior alteration of the rules of political competition. The Integral Interface operates within the existing institutional order, employing its mechanisms while accepting its constraints as structural givens. It thereby demonstrates the possibility of institutionalizing direct public will-formation without recourse to extraordinary forms of politics, systemic rupture, or normative re-foundation of democratic institutions. The theoretical contribution of the paper lies in conceptualizing collective will-formation as an autonomous institutional layer embedded within representative architecture yet not reducible to it. The Interface strictly separates the production of political positions from their partisan defense, institutionally stabilizing a structurally conflictual yet sustainable configuration of their interaction. The paper argues that collective will-formation can be durably embedded within a competitive party environment without collapsing into populist mobilization, technocratic filtering, or sovereign centralization. The Integral Interface produces procedurally legitimate positions and ensures their political presence without alienating the process of their formation from the citizens themselves.
