Abstract

This manuscript formally reclassifies the classical Navier-Stokes equations as an Effective Field Theory (EFT), demonstrating that the presumptive ℝ³ continuum mathematically collapses at the ultraviolet limit due to the fundamental discreteness of the vacuum substrate. We model the physical vacuum as a hyper-crystalline manifold dictated by the root system of the H_4 Coxeter group (the 120-cell). By imposing an absolute ultraviolet cutoff (Λ_UV) governed by the topological boundary constraint of the Elizabeth Constant (E_c), we derive a renormalized topo-kinetic viscosity tensor that intrinsically suppresses the catastrophic enstrophy divergence characteristic of the Riccati blow-up. Crucially, this theoretical geometry is corroborated by macroscopic empirical data from the Wendelstein 7-X (W7-X) Stellarator. We reinterpret the suppression of anomalous turbulent transport in quasi-isodynamic plasma confinement as a direct macroscopic manifestation of "Topological Locking"—a state of geometric resonance achieved when the plasma's rotational transform perfectly phase-locks with the 72-degree chiral pitch of the background H_4 vacuum lattice. This establishes that anomalous transport decay is not merely a fluid dynamic artifact, but the physical signature of the vacuum's structural geometry.
