OracleReceipt_ΦW v1.1: Canonical Cryptographic Receipt for Water Efficiency Oracle — Atomic Attestation Layer

This document provides the formal specification for OracleReceipt_ΦW v1.1, the atomic attestation object for the D10Z-MIZAN sovereign system. It defines the mandatory 14-field structure, SHA3-256 chaining, and Ed25519 signature requirements necessary to verify water efficiency data ($\Phi_W$) before inter-node arbitration. Version 1.1 closes Open Items (OI-1 to OI-3) from the previous review, introducing strict canonical serialization and UTC-only timestamping to ensure cross-implementation deterministic verification (CG-1). This receipt is the foundational building block for the MIZAN coordination layer; without a valid receipt, nodal state transitions are discarded by the federated META layer.
