Abstract

Özet Hulefâ-yı Râşidîn döneminde, özellikle Hz. Ömer ve Hz. Osman zamanında İslâmiyet'in çoğalması büyük bir hız kazandı; İslâm orduları, Arap Yarımadası'nın dağıldığı Suriye, Irak, Filistin ve Türkistan gibi geniş bölgelerde bulunuyordu. Hz. Ebû Bekr döneminde başlayan Suriye fetihleri, Ecnâdeyn ve Yermük savaşlarında kazanılan zaferler sayesinde Doğu Roma'nın (Bizans) bölgedeki hakimiyetinin sona ermesine yol açmış ve böylece Kudüs'ün fethi için uygun bir zemin hazırlanmıştır. Bu süreçte Amr b. Âs komutasındaki İslâm orduları Filistin'de birçok önemli şehri fethetmiştir. Kudüs, Müslüman ordular tarafından kuşatma adına alınınca, Patrik Sophronius, yalnızca Halife Hz. Ömer'in kişisel geliş hâlinde barış içinde değişebileceğini bildirmiştir. Anahtar Kelime: Hz. Ömer, Kudüs, Fetih, Hoşgörü, Diplomasi. AbstractDuring the Rashidun Caliphate, particularly under the reigns of Caliphs ʿUmar and ʿUthmān,the spread of Islam gained significant momentum. Muslim armies advanced beyond the ArabianPeninsula, reaching vast regions such as Syria, Iraq, Palestine, and Transoxiana. The conquestsin Syria, initiated during the caliphate of Abū Bakr, resulted in major victories at the battles ofAjnādayn and Yarmūk, effectively ending Eastern Roman (Byzantine) control in the region andpaving the way for the conquest of Jerusalem. Under the command of ʿAmr ibn al-ʿĀṣ, Muslimforces captured many important cities in Palestine. When Jerusalem was besieged, PatriarchSophronius declared that he would only agree to a peace settlement if Caliph ʿUmar personallycame to the city. Consequently, ʿUmar traveled to Jerusalem, secured the city's peacefulsurrender, and signed a covenant. This agreement guaranteed the safety of the lives, property, and places of worship of the Christian inhabitants. The covenant stands as a concrete exampleof the meticulous nature of Islamic diplomacy and the tolerance Islam showed toward otherreligions and non-Muslim communities. ʿUmar’s decision to personally receive the surrenderof Jerusalem demonstrated the high esteem in which he held the holy city. Moreover, heinitiated several urban and religious arrangements in Jerusalem, including the clearing of thearea around Bayt al-Maqdis and commissioning the construction of a mosque there. With the Jerusalem treaty concluded during the caliphate of ʿUmar b. al-Khaṭṭāb, the lives, property, honor, and freedom of religion and conscience of the non-Muslim inhabitants of thecity were placed under legal protection. This treaty not only documents the peaceful conquestof Jerusalem but also constitutes an important historical source reflecting the fundamentalprinciples of early Islamic diplomacy. The main aim of this study is to examine the process ofthe conquest of Jerusalem during the reign of Caliph ʿUmar within its historical context and toreveal its political, religious, and legal dimensions. In this research, the historical method hasbeen adopted, and early Islamic historical sources as well as modern academic studies havebeen evaluated within the framework of qualitative research. The findings have been interpretedthrough an analytical approach in order to determine the place and significance of the conquestof Jerusalem in Islamic history. Keywords: ʿUmar ibn al-Khaṭṭāb, Jerusalem, Conquest, Tolerance, Diplomacy.
